What to Ask Your Insurance Adjuster After Water Damage in Toronto

Most homeowners go into the adjuster visit with almost no information. That costs money. Here's what to know before they ring the doorbell.

A water damage insurance claim in Toronto typically goes like this: the flood happens, you call your insurer, and they send out an adjuster. The adjuster arrives, takes notes, photographs the damage, and explains the next steps. You nod along because it sounds reasonable. Then you get the settlement offer and realize you didn't know what questions to ask.

We've been on job sites across the GTA for 20 years, working alongside adjusters on thousands of claims. Homeowners who come out better are the ones who understood their policy before the adjuster showed up.

First: understand who the adjuster works for

This is not a knock on adjusters as people. Most of them are professional and thorough. But the structure matters: the adjuster is hired by your insurance company, not by you. Their job is to assess damage accurately, but also to keep claims within policy limits.

If you disagree with an assessment or feel the scope of damage was missed, you can hire a public adjuster who works on your behalf. They typically charge 10 to 15 percent of the settled claim. On larger losses in places like North York or Scarborough where older homes have complex hidden damage, that cost can pay for itself.

Know what your Ontario home insurance policy actually covers for water damage

Before the adjuster arrives, pull out your policy and look for these three things.

Sudden and accidental water damage is the baseline most standard policies include. A pipe bursts, a washing machine line fails, a hot water tank lets go. That is usually covered. What is not covered is slow leaks or damage that built up over months. Insurers call that "gradual damage" and they do not pay for it.

Sewer backup coverage is a separate add-on in most Ontario policies. If your basement fills with sewage from a backed-up drain and you do not have this add-on, you are not covered. Many homeowners in older parts of Toronto, Etobicoke, and Scarborough find this out after the fact. Check your policy now if you haven't.

Overland water coverage is another separate add-on. This covers water that enters from outside, such as surface runoff during a heavy storm or flooding through window wells. In June and July across the GTA, this is the coverage that matters most during flash storms. It is not included in a standard policy.

Questions to ask your adjuster before they leave

Write these down. Ask them directly before the adjuster wraps up their visit.

"What specific coverage type applies to this claim?" Get them to name it. A burst pipe claim and a sewer backup claim are handled very differently under most Ontario policies.

"Is there a water damage deductible separate from my standard deductible?" Many policies have a higher deductible specific to water events. It might be $2,500 or $5,000. Know this number before you approve any work.

"What scope of work does the policy cover?" Ask specifically about demolition costs, structural drying, temporary accommodations if the home is unlivable, content replacement, and reconstruction. Some policies cover the full restoration; others only cover the damaged materials and not the labour to access them.

"Can I choose my own restoration contractor?" The answer is almost always yes. Your insurer may suggest preferred vendors, but you are not obligated to use them. You have the right to hire an IICRC certified water damage restoration team of your choosing.

"What is the claim timeline from here?" Ask when you will receive a written scope of loss, when a reserve will be set on the file, and when you can expect an initial payment so restoration work can begin.

What "betterment" is and why it will affect your payout

This surprises a lot of homeowners. If your 20-year-old hardwood flooring gets damaged in a flood and needs replacing, the insurer may apply a betterment deduction. The reasoning: you had old flooring before, and new flooring is an upgrade, so they only pay a portion of the replacement cost. The deduction percentage depends on the material's age and depreciation schedule.

Ask your adjuster directly: "Will betterment apply to any part of this claim?" If yes, ask for the percentage and which line items are affected. This is standard practice in Ontario, not bad faith. But you need to know it going in so you can plan your own contribution to the rebuild.

Do not wait on cleanup while the claim sorts itself out

Here is something that catches a lot of people. Adjusters can take two or three days to arrive after the initial call. Homeowners sometimes delay cleanup because they want everything documented first. That makes sense for the first few hours. But wet drywall, wet insulation, and wet subfloor do not pause for paperwork.

Mould can begin growing inside wall cavities within 24 to 48 hours. If you wait three days before starting to dry the structure, you may end up with a mould remediation job on top of the water damage that could have been avoided entirely.

Most Ontario policies actually require you to take reasonable steps to prevent further damage after a loss. Waiting while moisture spreads could be interpreted as a failure to mitigate. Document everything on video and in photos first, then start the emergency flood restoration process as soon as possible.

What direct billing actually means for you

When a certified restoration company offers direct billing, they handle payment coordination with your insurer directly. You are not stuck managing invoices back and forth between your contractor and your insurance company.

This matters for two reasons. First, it removes a significant administrative burden when you are already dealing with a stressful situation. Second, experienced restoration crews who have worked across the GTA know how to document damage in the format adjusters need. That means fewer back-and-forths, faster approvals, and fewer surprises at settlement.

On larger claims in Mississauga, Vaughan, Markham, Richmond Hill, or Oakville, having a restoration team that communicates clearly with the adjuster can genuinely affect how quickly the claim closes and how closely the settlement aligns with the actual cost of repairs.

What the adjuster will be looking at in your home

Adjusters are trained to spot things that may affect coverage. Here is what they are typically evaluating:

  • Signs of pre-existing damage. Efflorescence on foundation walls, old water stains, or peeling paint from past moisture events may prompt questions about whether this was a sudden loss or a recurring problem.
  • Maintenance issues. A sump pump that clearly hasn't been serviced in years, or visible deferred maintenance on a roof above a water-damaged ceiling, may affect the covered amount.
  • Age of materials. This feeds into betterment. Older flooring, older drywall, and aging mechanicals are subject to depreciation in most policies. The adjuster will note these ages.
  • The source of water. Category 1 clean water (pipe), Category 2 grey water (appliance overflow), and Category 3 black water (sewer backup) each trigger different protocols and coverage considerations.

None of this means you will not be covered. It means going in informed puts you in a much better position to ask the right follow-up questions and get a fair settlement.
